Monitor has concurrent powers with the Office of Fair Trading to make market investigation references to the Competition Commission under the Enterprise Act 2002 where it has reasonable grounds for suspecting that any feature, or combination of features, of a market is preventing, restricting, or distorting competition.

This guidance explains the approach Monitor will take when using these powers.
