Consultation description

The Office of Rail and Road are asking for views on Heathrow Airport’s application to obtain a recovery of costs incurred in operation of the Heathrow rail infrastructure. The application is to levy this mark-up for a 10 year period, beginning on 1 January 2019.

General practice is that charges for:

  • the minimum access package
  • access to service facilities

must be set at the cost directly incurred as a result of operating the train service. However an infrastructure manager may levy an additional mark-up to obtain full recovery of the costs incurred.
