Consultation description

This consultation seeks stakeholders’ views on the proposed charging framework for the Heathrow Spur. The Heathrow Spur is 8.6 kilometres of railway infrastructure linking Heathrow Airport to the Great Western Main Line. It is owned and operated by Heathrow Airport Ltd (HAL).

The Office of Rail and Road (ORR) is required to establish the charging framework and specific charging rules. This is in accordance with Regulation 12 of the Railways Infrastructure (Access and Management) Regulations 2005, as amended.
