Consultation description
The Office of Rail and Road (ORR) has enforcement powers in respect of Highways England. We are consulting on our proposed enforcement policy and how we propose to carry out our enforcement functions. This document sets out how we propose to enforce compliance by Highways England with:
- the Road investment strategy
- statutory directions and guidance issued by the Secretary of State for Transport
It also outlines statutory and non-statutory options available to us in taking enforcement action against Highways England.
The target audience for the consultation includes:
- road users
- government
- all parties involved with the management and enhancement of the strategic road network
- all those affected by the strategic road network
Background information
This is the ORR’s second consultation on its new highways monitor role. The monitor was established to monitor the performance and efficiency of Highways England in the management and enhancement of England’s motorways and major ‘A’ roads.
