The government committed to conduct a review of business rates and published the terms of reference for the review at Spring Budget 2020. This was followed by publication of an Interim Report in March 2021 and a further consultation, on delivering more frequent revaluations, in July 2021.
The report sets out the government’s conclusion of its review of the business rates system, the changes the government will pursue and a broad timeline for implementation of those changes.

Consultation description
The government committed to conduct a fundamental review of business rates and published the terms of reference for the review at the Spring Budget.
This consultation seeks views on a package of reforms to support the delivery of a 3-yearly revaluations cycle. This is one element of the overall Fundamental Review where the government is seeking further input from stakeholders – updates on the others areas within scope of the review will be provided at the review’s conclusion.
A final report of the Fundamental Review will be published in Autumn 2021.
