The Minister of State for Transport, having considered the responses received, has published his decision on whether to include the refinements proposed for the Western Leg of Phase 2b.
A decision on the inclusion of the Eastern Leg refinements will follow the conclusion of the Integrated Rail Plan for the North and Midlands, which the government plans to publish before the end of the year.

Following the closure of the HS2 Phase 2b Design Refinement Consultation in September 2019, a report has been published providing a summary of the responses received. This report has been produced by Ipsos MORI who were commissioned by HS2 Ltd to collate, analyse and report on the feedback.

Background information
The Secretary of State for Transport is consulting on 11 proposed design refinements to the HS2 Phase 2b route. This design refinement consultation (DRC) is a key milestone on the path leading up to hybrid bill deposit.
HS2 Phase 2b design refinement consultation: introduction
The development of a major engineering project such as HS2 involves a series of design refinements right up until the point of construction. When refining the design, HS2 Ltd looks to make improvements, where possible, on environmental, technical, service and cost aspects of the scheme.
This consultation asks for views, based on the information included in the ‘Design refinement consultation’ document, which will be independently analysed and reported, and then considered by the Secretary of State when making his decision about the final route.
Responses to the consultation will be considered as the design and environmental statement are finalised for deposit in Parliament as part of the hybrid bill.
