Consultation description

In the PR18 final determination, the Office of Rail and Road (ORR) confirmed that we would levy infrastructure cost charges (ICCs) in control period 6 (CP6). The aim of this was to recover some of Network Rail’s fixed costs. ORR decided that the charges would apply to new or substantially modified open access rail services running in the interurban market.

The purpose of this consultation is to finalise 3 remaining issues. We are seeking feedback on:

  • the definition of interurban market segment
  • the definition of a substantial modification to an existing service
  • related changes to the ‘not primarily abstractive’ (NPA) test
