We have published the government response and the summary of responses document. We received 39 responses to this consultation.
Following this consultation, we introduced:
- new regulations (SI 2016/490) which introduced requirements for in-building physical infrastructure for high-speed electronic communications networks
- physical infastructure for high-speed electronic communications: Approved Document R to provide guidance on these requirements
A final impact assessment has also been published and is available on the legislation.gov.uk website.

Consultation description
We would like your views on our approach to implementing Article 8 of the 2014 Broadband Cost Reduction Directive (EU 2014/61) and on the guidance we have set out within the draft Approved Document R. We would also welcome any further evidence to inform the supporting impact assessment.
This proposal mainly affects developers and the telecommunications industry.
This consultation will inform the approach we will take to implement Article 8 of the 2014 Broadband Cost Reduction Directive that requires all new buildings and major renovations to have in-building physical infrastructure which supports connections to superfast broadband. We are planning to meet this requirement by introducing a new ‘Requirement R1 – In-Building Physical Infrastructure’ to the Building Regulations.
The Department for Culture, Media and Sport is also consulting separately on the implementation of wider requirements of the Broadband Cost Reduction Directive.
