Consultation description

The Office of Rail and Road’s (ORR) periodic review 2024 (PR24) of HS1 Ltd covers funding for the period from 1 April 2025 to 31 March 2030, also known as control period four (CP4).

ORR needs to approve or determine HS1 Ltd’s plans and charges for the use of the network and stations. This must be done in consistency with the existing concession agreement between the Secretary of State for Transport and HS1 Ltd.

ORR asks respondents to provide clear evidence to support any recommendations on its approach for PR24. This evidence could include data, analyses, written commitments or formal legal advice.
