We received 8 responses to this consultation. An expert group was set up to consider these comments and discuss the detail of the consolidation. It has not been able to meet a consensus in time for us to update the regulations with previously agreed new packaging targets. So we’ve decided not to go through with the consolidation this year and will review the situation next year.

Detail of feedback received

As originally intended, an expert group made of representatives from the waste sector, the UK, Scottish, Welsh and Northern Ireland Governments, as well as their respective regulatory agencies was set up after the consultation closed to review any detailed suggested changes. This group has met a number of times to discuss the draft consolidation in more detail with us. These discussions have made significant progress but are still ongoing. As a result, the publication of this summary of responses has been delayed.

Consultation description

We want to know if you think the draft Packaging Waste Regulations 2016 are clear and understandable. Are the new regulations in clear English? Are they structured logically?

The new regulations bring together all the changes that have been made (via Statutory Instruments) since 2007.

This consolidation will not change the meaning of the law or introduce any policy change.
