Consultation description
This document accompanies the publication of the draft regulations (Climate Change Regulations 2012), and the Government response to the consultation on simplifying the Climate Change Agreements (CCAs) Scheme. The draft Regulations appoint the Environment Agency (EA) as the Administrator of the scheme, and give it powers for this purpose. The draft Regulations also set out what a scheme participant will have to pay if they have failed their target (Buy-out mechanism) and includes details of the proposed new penalty regime which the EA can impose for non-compliance under the scheme.
The Government response to this consultation is now published, which sets out the final policy changes for new Climate Change Agreements.
