Consultation description

This relates to the 2023 periodic review (PR23) of Network Rail’s access charges.

It sets out the Office of Rail and Road’s (ORR) proposal to permit Network Rail to levy an infrastructure cost charge (ICC) on open access services to major airports in Great Britain during control period 7 (CP7).

Specifically, ORR is proposing to:

  • permit Network Rail to levy an ICC on open access services from major rail stations in Great Britain to 4 airports: Gatwick, Stansted, Heathrow and Birmingham International
  • set this ICC at £5 per train mile (in 2023 to 2024 prices), to be indexed in line with consumer price index inflation during CP7
