Next steps
The 2 proposals are currently the subject of EU negotiations through the Ordinary Legislative Procedure. The EU Presidency is aiming to secure agreement on the package in early 2014. If agreement is achieved, the new legislation is expected to come into effect on 1 January 2015.
We will consult again in 2014 on legislation implementing the 2 proposals if they are adopted.
