Proposal to modify track access consultations

On 27 April 2023, the Office of Rail and Road decided not to proceed with the idea of a three-month benchmark for the validity of industry track access consultations.
ORR will update wording of its track access guidance modules to clarify when the statutory tests apply for longer duration access contracts.

Consultation description
The Office of Rail and Road (ORR) proposes clarification of two elements of its track access guidance modules. These concern how long industry consultations on track access applications remain valid after they have concluded and the duration of long-term access agreements.
ORR ensures that passenger and freight train operating companies have fair access to the rail network and that best use is made of capacity.
The modules in the track access guidance series explain the criteria and procedures we expect to follow when dealing with applications for track access contracts.
