We will go ahead with our proposals for the creation of the Major Road Network with changes, including:
- amendments to the criteria for defining the network of roads that will be eligible for MRN funding
- refinement of role of Highways England in support this programme of work
- greater flexibility in the application of the financial thresholds
The consultation response sets out the final MRN principles and criteria by which decisions to allocate funding will be made and clarifies how the environmental impact of schemes will be considered.
This consultation has informed the development of Investment planning guidance for the Major Road Network.

The consultation attracted over 1,400 responses from members of the public, local government, and organisations with an interest in transport.

Consultation description
As part of the Transport Investment Strategy, the government committed to creating a Major Road Network (MRN).
This consultation asks for views on:
- how to define the MRN
- the role that local, regional and national bodies will play in the MRN investment programme
- which schemes will be eligible for MRN funding
A new MRN would help deliver the following objectives:
- reduce congestion
- support economic growth and rebalancing
- support housing delivery
- support all road users
- support the Strategic Road Network
The creation of an MRN will allow for dedicated funding from the National Roads Fund to be used to improve this middle tier of our busiest and most economically important local authority ‘A’ roads.
