Consultation description

The Office of Rail and Road (ORR) is preparing to review schedules 8 and 4 of the track access contract. These concern the ‘performance’ and ‘possessions’ regimes which compensate train operators for specific rail network access issues.

The schedule 8 regime compensates train operators for unplanned service disruption caused by Network Rail and other train operators.

The schedule 4 regime compensates operators for the financial impact of planned possessions – where they can’t access the network because of Network Rail’s engineering work.

We are looking for views, together with any evidence that you are able to provide, of the effectiveness of the current regimes. This includes:

  • aspects that are working well
  • the scale of any potential problem
  • what the priority areas for improvement should be
