Consultation description

Network charges affect decisions made by operators, Network Rail and funders. This consultation is the first part of a comprehensive review of Network Rail’s structure of charges for Control Period 6 (2019 to 2024) and beyond.

We have considered many options for changing the current structure of charges.

In this consultation, we propose prioritising a better understanding of the drivers of the fixed costs of using the network and how these might be reflected in charges.

We also propose continuing work on improving Network Rail’s current short-run variable charges.
