The government has published a response to this consultation. It explains that:

• we will proceed with the regulations with some amendments as a result of the consultation responses — these are set out in the response document
• we will also amend draft guidance to provide further content identified from the consultation responses to help local authorities and bus operators make full use of the regulations — this document will be published in due course
