Consultation description

This discussion paper seeks views from industry and other interested parties about the processes for making and appealing changes to the licences of appointment of water and sewerage companies.

The discussion document outlines three possible options for changing the licence modification process and does not choose a preferred approach. The options are:

  • maintaining the status quo,
  • providing the Secretary of State with a veto
  • introducing a collective licence modification process.

The discussion document also covers the standard of review applicable to the appeals mechanism, following a consultation document published recently by BIS on a similar issue.
