Complaints code of practice for rail licence holders

In June 2022 the Office of Rail and Road (ORR) invited stakeholders to give feedback on the wording of a revised, draft complaints code of practice and a draft licence condition for railway licence holders.
We have now published our decision document on the ORR website. This sets out:
- a summary of the views submitted by respondents to the June 2022 consultation
- ORR’s response
- the changes that have been made to the final code of practice
The final code of practice is published alongside the decision document.
ORR intends for the new code of practice to come into effect from 1 April 2023. This is subject to us receiving train and station operators’ consent to the changes. We will seek this via a statutory consultation on licence change.
