This report provides an analysis of responses to the consultation on revised statutory guidance on local bus services. The document also confirms the Senior Traffic Commissioner’s intention to open a further period of consultation on a revised draft of the document.

Consultation description
The Local Transport Act 2008 requires the Senior Traffic Commissioner to provide guidance and directions as to the way in which traffic commissioners will approach the exercise of their statutory functions. The existing statutory guidance on local bus services has been reviewed and revised. We are now seeking views on the draft ‘Statutory document number 14: local bus services’.
‘Statutory document number 14: local bus services’ sets out what traffic commissioners should expect from operators who run registered bus routes and revises the standards for reliable and punctual services. The Senior Traffic Commissioner also makes clear reference to the responsibilities on local authorities, local bus partnerships and the expectations on the Vehicle and Operator Services Agency (VOSA). This consultation also proposes revisions to financial penalty levels where operators fail, without a reasonable excuse, to operate a local bus service, or do not run a registered service according to the timetable.
