This is the government’s response to the Help with Fees Scheme review consultation which ran from 7 March 2023 to 30 May 2023.

This response outlines the government’s proposals which aim to make the scheme more generous and target financial assistance at those most in need, whilst providing value for money for the taxpayer.

Consultation description

This consultation proposes a series of reforms to make the Help with Fees scheme more generous, target financial assistance at those most in need, whilst providing value for money for the taxpayer. The key changes are to:

  • raise the income thresholds for determining eligibility

  • revise the policy for calculating when and how partial fee remission applies

  • increase the capital threshold age cap

  • increase the lower capital threshold for determining eligibility

  • simplify the capital test
