The government response to the ‘Roadworthiness testing for fast tractors and other technical changes to vehicle testing’ was published 14 September 2017.
We have decided to:
- introduce roadworthiness testing for fast tractors used for non-agricultural haulage
- make several minor updates to the MOT testing regime
The document sets out in detail each of the decisions made and includes a summary of responses received.
We have published an information sheet on regulations relating to tractors. This will help clarify the regulatory requirements applicable to these vehicles.
We received 39 responses to the consultation. The respondents included:

Consultation description
The EU Directive on roadworthiness testing includes the requirement for ‘fast tractors’ used for commercial haulage to be subject to roadworthiness testing. We are seeking views on how to implement a testing regime for these vehicles.
Also, we are consulting on a number of legislative changes to roadworthiness testing, arising from the Directive. These changes apply to all classes of vehicle.
