Detail of outcome

This report examines the balance of competences between the European Union and the United Kingdom in the area of the free movement of goods within the Single Market, and is led by HM Revenue and Customs, the Department for Business, Innovation and Skills and the Intellectual Property Office. It is a reflection and analysis of the evidence submitted by experts, non-governmental organisations, businesspeople, Members of Parliament and other interested parties, either in writing or orally, as well as a review of relevant literature.

Where appropriate, this report sets out the current position agreed within the Coalition Government for handling these policy areas in the EU. It does not predetermine or prejudge proposals that either Coalition party may make in the future for changes to the EU or about the appropriate balance of competences.

Consultation description

The government is carrying out a review of the balance of competences between the EU and the UK. This is an audit of what the EU does and how it affects the UK.

HMRC, in partnership with the Department for Business, Innovation and Skills, and the Intellectual Property Office, is conducting a review of the free movement of goods within the EU’s internal market. The review will look at the EU customs union, trade between Member States, and all areas where EU action impacts on intellectual property.

This document sets out the scope of the review and poses a number of questions that we are seeking evidence for.
