Detail of outcome

The government response confirms the following decisions:

  • a number of amendments have been made to the rollout modelling to address stakeholder feedback and evidence. Final tolerance levels for Year 3 (2024) and Year 4 (2025) are now confirmed
  • the structure of installation requirements in the second half of the Framework will be amended, so that mixed portfolio suppliers will be set separate domestic and non-domestic installation requirements
  • a ‘churn adjustment’ to mitigate the impact of customer switching will be applied to non-domestic targets only in Year 3 (2024)
  • 2 adjustments are being made to licence conditions to mitigate the impact of the additional complexities associated with some gas smart meter installations

We also intend to:

  • consult in Summer 2023 on a new requirement for recipients of 2 government schemes to request a smart meter installation. These schemes - the Energy Company Obligation Scheme (phase 4) and the Great British Insulation Scheme (formerly Eco+) - are estimated to reach 450,000 households over 2024 to 2025
  • consult shortly on new guidance alongside the Future Homes Standard building regulations to ensure that new homes are smart meter ready from the outset
  • develop and publish a new consumer-facing guarantee for energy suppliers
  • hold a call for evidence regarding a potential requirement for installing a smart meter in cases of energy theft. We will share this with suppliers separately

We received 18 responses from a range of stakeholders:

  • energy suppliers
  • trade bodies
  • asset providers
  • delivery partners

Most of the responses were from energy suppliers, who provided feedback about the policy proposals and the modelling approach.

Consultation description

The 4-year smart metering Targets Framework came into effect on 1 January 2022. This Framework sets energy suppliers in Great Britain annual installation targets on a trajectory to 100% smart coverage by end 2025, subject to an annual allowance or ‘tolerance level’ that applies across industry as a percentage of each supplier’s customer base.

The tolerance levels for the first 2 years of the Framework were set in June 2021. We are now seeking views on the tolerance setting methodology and the tolerance levels that will apply in Year 3 (2024) and Year 4 (2025) of the Framework.

We welcome responses from energy suppliers, as well as from smart metering and energy industry stakeholders and other interested parties.
