Strategic framework to improve the health and wellbeing of gay, bisexual and other men who have sex with men

Public Health England’s vision is to deliver a Strategic Framework that will promote the health and wellbeing of men who have sex with men (MSM), enabling MSM to enjoy fulfilling social and sexual relationships and live healthy lives.
In developing this Strategic Framework, Public Health England (PHE) has carried out an in-depth engagement process, including stakeholder workshops and the formation of an expert advisory group. Stakeholders are now being offered a final opportunity to comment on the draft Framework before its publication in June.
The Framework is consistent with PHE’s role in promoting and protecting the health of England’s population, and addressing inequalities. The specific ambitions set out in Strategic Framework with regard to the health and wellbeing of MSM reflects those included in the Public Health Outcomes Framework and PHE’s HIV in the United Kingdom 2013 Report.
Your views
Extensive consultation has been undertaken to date to inform the development of the Strategic Framework, and the final draft is available below. (Please note, this draft is in plain document format, but the final published Framework will be fully designed).
At this stage, PHE is inviting stakeholders to feedback on four specific questions:
- Are there any major gaps in our analysis of the health and wellbeing of MSM?
- Do the recommendations address the health inequalities we highlight in the document?
- Are there any major recommendations that we have missed?
- Do you have any other comments?

Your input is greatly valued and will be considered to inform the final Strategic Framework. Please use the below form to return your feedback to msm@phe.gov.uk. The deadline is 9am, Friday 6 June 2014. Unfortunately we are not able to consider comments received after this date.
All responses will be considered but PHE reserves the right not to accept all comments. All comments must be included on the feedback form to be considered, and comments made in covering emails will not be taken into account.
We will not provide individual feedback to responses received. We will not publish a summary of the overall feedback received. Responses received will not be attributed by name in any published form.
Next steps
This is the final stage of PHE’s engagement with stakeholders for the Strategic Framework. The final Framework will be published on the PHE website on Friday 27 June 2014.
