Summary guidance on rail open access applications

The Office of Rail and Road (ORR) is consulting on new guidance which summarises its existing policies for open access applications to the rail network.
The guidance also introduces a routine approach to monetising costs and benefits associated with open access applications. It removes the benchmarking stage of the not primarily abstractive test.
ORR welcomes views on the draft guidance and ORR’s approach, including the explanations we have provided on decision making.
