The government consulted on proposed new legislation requiring private landlords to check the immigration status of new tenants before providing rented accommodation.
The response gives details of the responses received and sets out:
- how the scheme will affect particular groups and types of property
- what types of property will be excluded
- which documents should be checked and when
It also gives detailed responses to issues raised, summarises the feedback that was received from organisations and individuals, explains the changes that have been made as a result of the consultation and the next steps.
A Policy Equality Statement is annexed.

Consultation description
This consultation seeks views on our proposals to create a new requirement on landlords to conduct immigration checks on tenants, with penalties for those who provide rented accommodation to illegal non-EEA migrants in breach of the new requirements.
The new requirements will be modelled on existing controls which apply to the employment of illegal workers which are well established and have operated successfully for the last five years.
