Consultation description

The Public Works Loan Board (PWLB) issues central government loans to local authorities in England, Scotland and Wales. In 2015 the government announced plans to abolish the PWLB and transfer its lending functions to another body using powers set out in the Public Bodies Act 2011.

This consultation seeks views on modernising the governance arrangements of central government lending to local authorities, to bring them in line with current lending policy and operational responsibilities. This proposed governance change has no impact on borrowing policy.
