Waste carrier, broker and dealer system reform
Applies to England
Read the full outcome
Detail of outcome
We’re planning to take forward proposals as outlined in the government response.
Our proposals will ensure those transporting or making decisions about waste demonstrate they are competent to do so. There will also be increased background checks for firms moving or trading waste, ensuring waste is managed safely by approved individuals only. These changes will also make it harder for rogue operators to find work in the sector and easier for regulators to act against criminals.
Detail of feedback received
We received 426 responses to this consultation. The majority of these responses were from businesses that handle or manage waste.
Original consultation
Consultation description
We want to know what you think about our plans to improve the waste carrier, broker and dealer system in England.
We want to move it from a registration to a permit-based system. We also want to enhance background checks needed to operate as a waste carrier, broker or dealer and introduce a technical competence requirement.
We intend to make it easier for regulators to enforce against non-compliant operators and make it harder for un-registered operators to find work.
