Defence Maritime Regulator (DMR)
DMR is responsible for the regulation of Health, Safety and Environmental Protection (HS&EP) in the Defence Maritime Domain.
Who we are
Part of the Defence Safety Authority (DSA), DMR is an independent regulator responsible for the regulation of HS&EP in the Defence Maritime Domain. DMR consists of three teams; Policy and Legislation (P&L), Analysis and Plans (A&P) and an Inspectorate which includes the Diving Standards Team (DST).
What we do
DMR delivers it mission through Regulatory Policy, Advice and Guidance; Assurance of Safety and Environmental Management; Assurance of first and second Party Domain Assurance and DMR’s own Audit and Inspection Programme.
DMR provides assurance and delivers regulation of ships owned by, operated by or operated on behalf of the MOD. The term ‘ship’ whether manned or unmanned, includes warships, submarines, submersibles, auxiliary vessels (including those permanently moored alongside), barges operated on open water (whether powered or not), landing craft and riverine craft.

To provide high-quality safety and environmental protection across the Defence Maritime Domain through assurance, regulation and, if necessary, enforcement to support the generation of operational capability.

To protect people and the environment from harm arising from defence maritime activity.
