Digital Economy Act 2017: Public Service Delivery Review Board
The Public Service Delivery Review Board reviews proposed data sharing objectives to improve and target public services.
Role
Part 5 of the Digital Economy Act 2017 gives public authorities powers to share personal information across organisational boundaries to improve and target public services. It says what data can be shared and for what purposes.
The role of the Public Service Delivery Review Board is to review proposed data sharing objectives. The board then makes recommendations to the relevant Cabinet Office Minister about whether a proposed data sharing objective should be added to the regulations.
The Review Board oversees proposed data sharing objectives for:
- non-devolved and England-only data sharing
- Scotland and Wales data sharing using data held by central government departments
The Review Board also:
- ensures there is a consistent strategic approach to data sharing using the public service delivery power
- oversees the strategic use of the register of information sharing
- oversees and updates the public service delivery power in the Code of Practice
- acts as a point of contact with the Information Commissioner’s Office

Membership
Review Board members are senior officials from relevant information governance or social policy areas from across government. Board meetings are also attended by representatives from the ICO and invited members from appropriate public representative bodies.

Propose a new data sharing objective
Public authorities can propose new data sharing objectives. Proposed objectives must meet the criteria defined in the Code of Practice for public authorities disclosing information under Part 5 of the Digital Economy Act 2017. For example, the objective must have as its purpose the sharing of information in order to support the improvement or targeting of a public service to individuals or households with the aim of improving their well-being.
