Pharmacy and Public Health Forum

The Pharmacy and Public Health Forum provides leadership for the development, implementation and evaluation of public health practice for pharmacy in the government’s drive to improve the public’s health.

The Pharmacy and Public Health Forum will continue to play a pivotal role in further enhancing pharmacy’s contribution to public health, working alongside the Local Government Association, commissioners, pharmacy and public health professionals and organisations, and the public.

Achievements and priorities

2016 to 2017 achievements for the Forum:

  • following the implementation of the profession-led self-assessment process for Healthy Living Pharmacy (HLP) Level 1 and inclusion of Level 1 HLPs as one of the criteria for eligibility of a quality payment from NHS England, there are now over 10,800 HLPs in England
  • establishment of the HLP registry and a proportionate quality assurance process, led by the Royal Society for Public Health (RSPH)
  • published ‘Pharmacy a way forward for public health: opportunities for action through pharmacy for public health’ in September 2017
  • jointly published ‘Building capacity: realising the potential of community pharmacy assets for improving the public’s health’ in November 2016 with the RSPH
  • jointly published ‘The community pharmacy offer for improving the public’s health: a briefing for local government and health and wellbeing boards’ in March 2016 with the Local Government Association
  • HLP infographics developed in March 2016 by PHE

2018 to 2019 priorities for the Forum:

  • updating the HLP Level 2 Framework specifications and Quality Criteria
  • developing a menu of health and wellbeing pharmacy interventions to support older people
  • developing a sexual health, reproductive health and HIV resource for commissioners and providers to recognise the pharmacy offer in the delivery of sexual health services
  • supporting HLP leads to increase engagement in leading PHE work programmes
  • supporting the Physical Activity Clinical Champion for Pharmacy in the North West as part of the Sport England/PHE Moving Healthcare Professionals Programme
  • providing regular updates through the HLP newsletter to keep HLP leads and staff, Local Pharmaceutical Committees and commissioners up to date with important developments, share good practice and provide a learning platform
  • utilising the current Making Every Contact Count (MECC) tools to support pharmacy teams using every interaction to promote health and wellbeing
  • developing support tools for Professional Standards for Public Health Practice, led by the Royal Pharmaceutical Society

Healthy living pharmacy (HLP) task group

This task group advises on the further development of HLPs and continues to support the PHE Lead Public Health Pharmacist to provide strategic lead for HLP development. It aims to create a movement for a national sustainable programme that allows for local flexibility, encourages innovation and builds on achievements to date; whilst at the same time provides a national framework for consistency of quality and delivery.
