Pricing Advisory Groups
To support the development and delivery of the national payment system, Monitor and NHS England run 2 Pricing Advisory Groups.
These groups contain a range of stakeholders from across the healthcare sector with the skills and experience to meaningfully add value to the pricing work programme.
Costing Policy Advisory Group
Advise Monitor and NHS England on the development of costing practices across the healthcare sector in England to deliver comprehensive, consistent and high quality cost information to provide a basis for the payment system and for use by the sector to improve operational performance. It has a responsibility to:
- act as a forum for advice and recommendations for Monitor and NHS England in relation on costing development, giving consideration to the fit for purpose, practical considerations of implementation, and sector burden
- provide advice to Monitor’s proposals for the development and implementation of costing standards developed by HFMA
- inform Monitor and NHS England of the views and advice of the costing community, seeking views from the wider community as appropriate
- develop proposals for consideration by Monitor and NHS England in relation to identified priority costing development areas, and to commission working groups for this purpose as required
- provide direction to the Costing Policy Advisory Group sub-group

Quality and Cost Benchmarking Group
Advises Monitor and NHS England on the approach for benchmarking of quality and cost data to inform national and local price setting decisions regarding the national tariff. It has a responsibility to:
- act as a forum for advice and recommendations for Monitor and NHS England in relation to the rationale and priority areas for quality and cost benchmarking to inform national and local price setting decisions on the national tariff
- advise on the appropriate benchmarks
- identify and review available information on quality and cost benchmarking and provide expert advice on how best to use existing benchmark data where none exists to advise on development of new benchmarking data sets
- advise on how benchmarking data be best be used to inform price-setting
