King’s Harbour Master (KHM) Gibraltar is the authority of the Naval Dockyard Port of Gibraltar and admiralty waters which lie within British Gibraltar Territorial Waters.
About KHM Gibraltar
The King’s Harbour Master (KHM) is responsible for providing a safe, efficient, professional and cost effective service in support of the Commander British Forces Gibraltar’s Sea Port of Disembarkation and Forward Mounting Base, whilst ensuring maritime safety in His Majesty’s Naval Base (Gibraltar) Dockyard Port.
KHM also has wider responsibilities ranging from environmental issues, oil pollution contingency and response within admiralty waters, business continuity and conservation to the management of the water space for all military users of the naval base.
This is achieved through liaison with the Gibraltar Port Authority who manages the civil port of which the naval base lies within.
KHM directly manages a staff of 2: the Port Services Manager (Civil Servant) and his Deputy (RN Senior Rating).
Port Services are responsible for coordinating berth allocation and all aspects of base support for all vessels using the naval base. This is achieved through the Integrated Service Provider, the MOD Joint Support Unit and other agencies.

HM Naval Base (Gibraltar) Dockyard Port is situated within admiralty waters to the south of Gibraltar Harbour. 5 berths are maintained at varying readiness, including 2 capable of receiving nuclear powered warships.
Gibraltar has a busy and growing port with around 9000 vessels visiting every year. As a bunkering hub for the Mediterranean it receives all types of commercial shipping as well as military vessels.
