Share Schemes Forum
The forum provides for an open dialogue between HMRC and representative bodies on a range of policy, operational and process issues relating to tax and employment-related securities (ERS). It allows for collaboration between HMRC and stakeholders, giving the opportunity for HMRC to explore issues with ERS and identify solutions which will improve the experience of the customers who use them. Members are able to raise and discuss issues or problems in administering ERS.

Terms of reference
Purpose
The forum provides for an open dialogue between HMRC and representative bodies on a range of policy, operational and process issues relating to tax and employment-related securities (ERS).
The forum will allow for collaboration between HMRC and stakeholders, giving the opportunity for HMRC to explore issues with ERS and identify solutions which will improve the experience of the customers who use them.
Members will be able to raise and discuss issues or problems in administering ERS.
Organisation
The meeting will be chaired by an official from the Income Tax Policy Team in HMRC. When arranged in advance, the meeting will be co-chaired with a member from one of the external organisations.
HMRC will aim to share the minutes with attendees within 3 weeks of each meeting and before they are published on the HMRC website.
HMRC will provide the secretariat for the group. Agenda items will be compiled by the HMRC secretariat, with consideration of suggestions by any group member. The secretariat will aim to circulate the agenda and any papers to members of the group one week in advance of the meeting.
Meetings will be scheduled quarterly, but timing may need to be amended to take account of wider constraints on engagement such as government events and announcements. The next meeting will normally be scheduled under ‘Any other business’. Any member of the group may request an earlier or later meeting should there be reason.
Where appropriate, issues may be discussed and decided by email between formal meetings.
Members may send one representative to each meeting unless additional representation is agreed in advance with the chair. All members will be invited to each meeting unless a specific sub-group is set up with the agreement of the meeting. Any sub-groups will report to the meeting, as a whole.
Any requests to join the group should be made to the chair.
Confidentiality
It will be made clear when items to be discussed are confidential and not for wider dissemination. The aim is that each meeting is constructive and open.
