Working Group on the Non-Domestic Private Rented Sector (PRS) Regulations
The Government has a duty under the Energy Act 2011 to enact legislation on energy-related issues in the PRS, and has decided to set up 2 working groups to advise on this complex but important matter.
The Government has a duty under the Energy Act 2011 to enact legislation on energy-related issues in the PRS, and has decided to set up 2 working groups to advise on this complex but important matter. This working group deals with non-domestic issues.
The independent chairs and members are drawn from landlord, tenant, local authority and environmental groups. The first set of meetings will take place on Monday 11th February and will last until the Summer, after which a PRS Regs consultation shall be launched.

Chair
Miles Keeping
Miles is a Partner and Head of Responsible Property Investment at Deloitte Real Estate. He works with a range of clients on sustainability issues relating to their assets, having a good understanding of landlords’ and occupiers’ preferences for sustainable buildings, as well as how to manage the risks associated with sustainability which are often driven by regulatory initiatives.
Prior to joining Deloitte, Miles was Head of Sustainability at GVA and a partner at King Sturge LLP. Miles was also a Senior Lecturer at Oxford Brookes University, where he spent 11 years undertaking consultancy work, researching and teaching about property sustainability issues. He now sits on the editorial boards of the following journals:
- International Journal of Urban Sustainable Development
- Journal of Property Investment & Finance
In addition he is a Chartered Surveyor as well as a Chartered Environmentalist, and is the Visiting Professor of Sustainable Real Estate at the University of Northumbria.
