Call for bids now open for the FCO programme funds for the financial year 2019-2020

This year the British Embassy Santo Domingo is seeking to support projects that promote socio-economic growth and development of the Dominican Republic focusing on the following themes:

Human Rights and democracy

Strengthening human rights in the Dominican Republic through capacity building and other activities regarding to Children’s Rights (particularly fighting Children Sexual Exploitation and Abuse), Prevention of Sexual Violence (PSVI), Good Governance and Transparency and Modern Slavery.

Activities related to this project will educate on the former subjects, should lead on impactful behavioural changes and will set out key actions to be undertaken by project implementers.

Targeted project budget: USD 30,000 or equivalent in DOP.

Technological education

Seeking to obtain measurable increased awareness for social and economic development through capacity building (workshops, seminars, conferences) in: financial services, new financial technologies (FinTech) and Green Financing (such as Green Bonds and Catastrophe Insurance).

Targeted project budget: USD 15,500 or equivalent in DOP.

Climate Change and infrastructure

Projects aiming to reduce vulnerability of human or natural systems to the impacts of climate change and climate-related risks in the Dominican Republic through: disaster prevention and preparedness (including disaster resilience capacity building and policy on building infrastructure resilient to natural disasters) or education, training and public awareness-raising related to the causes and impacts of climate change.

Targeted project budget: USD 15,500 or equivalent in DOP.

Rules based international system

Projects seeking to promote the rules based international system through capacity building (workshops, seminar, conferences) for the socio-economic development of the Dominican Republic, particularly related to: the role of Public-Private Projects (PPP) in economic development; Soft Power Issues, especially regarding capacity building in the work, system and structure of the United Nations; and Maritime Security, including training and education in the United Nations Law of the Sea.

Targeted project budget: USD 15,500 or equivalent in DOP.

Bid guidance

  • projects are funded under a reimbursement scheme for a single financial year running from 1 April 2019 to 31 March 2020, with no expectation of continued funding beyond this period
  • project must be completed by 31 December 2019. Projects with finishing dates of 31 January 2020 can be considered as long as 85% of the budget is executed by 1 December 2019

Assessment

Bids will be assessed against the following criteria:

  • alignment with the above mentioned thematic priorities and outcomes
  • achievable outcomes within the funding period and sustainable after the funding ends
  • clear project design which includes monitoring and evaluation procedures
  • identified risks and planned mitigation
  • demonstrated value for money in the activity based budget

Process

  • project proposals must be received by 23:55 (Santo Domingo time) on Friday 8 March. Late proposals will not be considered
  • proposals must be submitted using the attached forms only (Project Proposal and Activity Based Budget).
  • the Activity Based Budget needs to be in the same currency as the bank account where funds reimbursements are to be received
  • proposals must be submitted to UK.InDominicanRepublic@fco.gov.uk
  • project proposals selected for further consideration should be notified in early April
  • the British Embassy Santo Domingo aims to sign grant agreements with successful project implementers by 15 April
  • due to the high number of bids we receive, we are unable to provide feedback to unsuccessful bids
