Call for bids in Kazakhstan: combating torture in the penitentiary system
The British Embassy in Nur-Sultan, Kazakhstan is now accepting project proposals for the 2019/2020 financial year (April 2019-March 2020).
This year the British Embassy Nur-Sultan is seeking to support projects that aim to combat torture and ill-treatment in the penitentiary system of Kazakhstan.
We are particularly interested in project proposals aiming towards the following outcomes:
- strengthened legal framework for prevention of torture and ill-treatment in the penitentiary system of Kazakhstan through development of policy recommendations on amendments to criminal procedures on investigation of torture cases
- successful facilitation of adoption of a new separate law on the National Prevention Mechanism through advocacy campaigns
- measurable improvements to documenting and investigation of torture cases in detention facilities of Kazakhstan
- strengthened capacity of officers, responsible for documenting torture cases
Bid guidance
- projects are funded for a single financial year running from 1 April 2019 to 31 March 2020, with no expectation of continued funding beyond this period
- maximum budget limit: £45,000
Assessment
Bids will be assessed against the following criteria:
- alignment with the above mentioned thematic priorities and outcomes
- outcomes are achievable within the funding period
- project design includes clear monitoring and evaluation procedures
- sustainability demonstrating that project benefits continue after the funding ends
- risk and financial accountability procedures
- the organisation’s safeguarding policies that ensure protection of beneficiaries
- overall value for money
Process
- project proposals must be received by midnight on Tuesday 11th June 2019. Late proposals will not be considered. * The deadline for submission of project bids has been extended to COB Thursday, 13 June
- proposals must be submitted using the attached forms only (Project Proposal and Activity Based Budget)
- proposals must be submitted to Assemgul.Kaliyeva@fco.gov.uk
- project proposals selected for further consideration will be notified on 18 June 2019
- the British Embassy Astana aim to sign grant agreements with successful project implementers by 1 July 2019.
