Call for bids in Kazakhstan: promotion of media freedom

The British Embassy in Nur-Sultan, Kazakhstan is now accepting project proposals for the 2019/2020 financial year (April 2019-March 2020).

This year the British Embassy Nur-Sultan is seeking to support projects that focus on promotion of freedom of media in Kazakhstan.

We are particularly interested in project proposals aiming towards the following outcomes:

  1. increased knowledge of local authorities, NGOs, journalists, media experts and general public on Kazakhstani and international media legislation, especially on libel norms
  2. local authorities, NGOs, journalists and media experts’ greater familiarity with, and application of, international best practice in media legislation and greater awareness of media regulations globally
  3. measurable improvements/changes to Kazakhstani media regulations through provision of policy recommendations for local authorities aligned with international best practices and standards
  4. measurable improvement in cooperation among local authorities, local and international NGOs, which work on media freedom and pluralism
  5. independent journalists and newsrooms’ enhanced awareness of their rights and strengthened capacity to defend themselves

Bid guidance

  • projects are funded for a single financial year running from 1 April 2019 to 31 March 2020, with no expectation of continued funding beyond this period
  • maximum budget limit: £30,000

Assessment

Bids will be assessed against the following criteria:

  • alignment with the above mentioned thematic priorities and outcomes
  • outcomes are achievable within the funding period
  • project design includes clear monitoring and evaluation procedures
  • sustainability demonstrating that project benefits continue after the funding ends
  • risk and financial accountability procedures
  • the organisation’s safeguarding policies that ensure protection of beneficiaries
  • overall value for money

Process

  1. project proposals must be received by midnight on Tuesday 11 June 2019. Late proposals will not be considered. * The deadline for submission of project bids has been extended to COB Thursday, 13 June
  2. proposals must be submitted using the attached forms only (Project Proposal and Activity Based Budget)
  3. proposals must be submitted to Assemgul.Kaliyeva@fco.gov.uk
  4. project proposals selected for further consideration will be notified on 18 June 2019
  5. the British Embassy Nur-Sultan aim to sign grant agreements with successful project implementers by 1 July 2019.
