Call for bids: Strengthening Grassroots Women’s Rights Organisations in Puno

The British Embassy in Lima is calling for proposals to support grassroots women’s rights organisations and their work to enhance human rights accountability.

The focus of this call for bids is on empowering these groups with the necessary tools and resources to effectively advocate for justice and uphold women’s rights. Strengthening the capacities of these organisations is pivotal in advancing a fairer, more inclusive society in Peru.

1. Background:

Grassroots women’s rights organisations in Peru face multiple difficulties in making their interventions effective and fulfilling their organisational objectives. This situation is particularly challenging in rural areas of the country, where the presence of these organisations is essential to protect and promote the rights of the most vulnerable populations. Some key difficulties faced by these organisations are: (1) limited access to sustainable funding to implement projects according to self-determined priorities; (2) lack of organisational structures that provide clarity in functions and delivery models; and (3) insufficient training to develop technical and soft skills relevant to their organisational objectives, as well as to the scaling up of their interventions.

Taking these into consideration and their huge potential for positive impact in their communities, the British Embassy in Lima seeks to collaborate with grassroots women’s rights organisations in Puno, which are familiar with the local context and play a role in addressing challenges in the region. Organisations should promote inclusion, equality, and advocate for the rights of vulnerable groups, including rural communities, indigenous peoples, and women and girls. Such collaboration is essential for working towards long-term solutions that address poverty, discrimination, and inequality, thereby fostering sustainable change in the region. Moreover, this endeavour fosters the development of a more just and equitable society by advocating for civic participation, fairness, and accountability.

2. Objective and Scope of Work:

The British Embassy in Lima invites bids for projects that focus on strengthening grassroots women’s rights organisations in Puno through sustainable capacity building, supporting them to enhance accountability and advocate for justice, ultimately advancing a more equitable society in Peru.

Bids should aim to deliver the following objectives:

  • Conduct a baseline assessment of the main necessities of grassroots women’s rights organisations in Puno. The assessment should identify the primary challenges faced by these organisations to deliver their objectives, in particular those related to organisational structure, capability, resource management, advocacy, and outreach.

  • Establish a capacity-building plan, potentially delivered through a workshop format or similar and considering a train-the-trainer approach. Bids are expected to outline a strategic plan, detailing the comprehensive breakdown of proposed activities, the process of identification for eligible organisations, and allocated spaces for networking. The proposed activity should aim to engage local participants and those from international organisations, providing an avenue to highlight the impactful work of these grassroots organisations and serving as a platform for that may lead to securing additional opportunities. It should be clear how gains can be sustained beyond the project.

  • Deliver a final report of maximum 20 pages, including a 2-page executive summary. The report should include a description of the projects implemented and actionable recommendations to guarantee the sustainability of the training imparted to the organisations. These recommendations should consider actions for civil society organisations, government institutions, the international community and other relevant stakeholders. This report should also include a risk-mitigation plan that ensures the capacity-building plan’s sustainability. Any supporting materials like guidance, manuals or advocacy toolkits, can be attached as supplementary documents.

3. Project Budget:

  • Project proposals of up to £ 19,000.00 = S/87,020.00 = USD $ 22,800.00 (including relevant local taxes) will be considered. The project should commence by the end of January 2024, and conclude by mid-March 2024.

  • Administrative costs should not exceed 10% of the allocated budget.

4. Assessment:

Bids will be assessed against the following criteria:

  • Strategic fit – alignment with stated objectives and scope of work expected;
  • Project viability – including a realistic description of methodology and activities to deliver the outcome and deliverables (outputs) within the project duration and sustainability after the project ends;
  • Project design – including clear achievable objectives/outputs;
  • Stakeholder management – including the capacity of the implementing organisation to engage with key stakeholders, including international cooperation, civil society organisations, journalists associations and government institutions in Peru, and involve local/international expertise to deliver expected outcomes;
  • Value for money;
  • Approach to risk management; and
  • Demonstrated understanding of the context of grassroots organisations in Puno.

5. How to Bid:

Interested parties should complete the Proposal Form for Activities / Projects between £10,000 and £80,000 (ODT, 76.3 KB) and Activity Based Budget (ABB) (ODS, 9.84 KB) using the guidance provided.  Submit them in English or Spanish to BEProjectsPeru@fcdo.gov.uk by Sunday, December 30th, 2023, 11:59 pm, with the subject line “Call for Bids Strengthening Grassroots Women’s Rights Organisations in Puno”. Bids submitted after this date will not be considered. Bids can be submitted at any time up to the indicated deadline.

Organisations may submit a maximum of up to 3 bids.

Bidders will be notified via email of the outcome of assessments before or on 15th January 2024. Due to the volume of bids expected, we will not be able to provide feedback on unsuccessful bids.

What to Include in the Bid Form?

  • Overview of project or activity
  • How it fits with the UK’s approach to the relevant priority; and why the UK should fund the project or activity
  • How the project or activity will create an impact and lead to change
  • Rationale– including why the project or activity should take place now
  • Where relevant, evidence of support from Peruvian government actors for the project or activity and that it complements their own strategy
  • Information about how the impact will be sustained after the project or activity has been completed

Proposals must be submitted on the authorised forms and include an activity-based budget (ABB) in soles/US dollars.  Value for money is an important selection criterion and if you do not submit a detailed ABB then your proposal will not be considered.
