Call for project proposals under CSSF Programme 2019-2020 in Ukraine
The British Embassy Kyiv is now accepting project proposals for the 2019-2020 implementation cycle under the Conflict, Stability and Security Fund (CSSF).
This year the British Embassy Kyiv is seeking to support projects in Ukraine that focus on the following themes:
- Peacebuilding – promote peace-building and political dialogue within communities
- Internally Displaced Persons (IDPs) – support integration of Internally Displaced Persons
- Veterans (and their families) – strengthen the capacity of national authorities to protect the rights and reintegration of veterans and their families
We are particularly interested in project proposals, which aim (but are not limited), to the following outcomes:
Peace-building and political dialogue
- support peaceful resolution of conflict and tensions in Ukraine
- raise the profile of dialogue as a tool for participative decision making inside key national, regional and local authorities; ensure these tools are institutionalised within communities
- use research, evidence-based tools and approaches to strengthen the national community of dialogue practitioners
Internally Displaced People
- protection and promotion of IDPs rights through the provision of carefully tailored services
- promote social cohesion and address personal safety challenges associated with the conflict
- strengthen legal provisions to enhance employment opportunities
- protect the rights of children affected by conflict
- protect the rights of individuals who suffer from gender based and domestic violence
- support to national and regional authorities to improve social cohesion in the oblasts
- provide protection and opportunities for conflict-affected populations.
Veterans (and their families)
- promote cooperation between Ministries to ensure a joint governmental approach to address veterans’ issues
- provision of social services for veterans
- support rehabilitation services including further education and training
- develop local psychological and other relevant expertise to support veterans and their families
- support coordination platforms, which collate all service available for veterans
Bidding process guidance
- projects will be funded initially for 10 months from 1 June 2019 to 31 March 2020. Successful implementers must receive project funding in GBP and open a GBP bank account for the project
- potential implementers are allowed to combine efforts and submit their project proposals in consortium of several organisations (implementers). Those could be both international and local organisations working in Ukrainian context
- minimum budget limit: £300,000
- maximum budget limit: £500,000

).Please note that we are unable to fund academic courses or research, English language tuition, the purchase of IT or other equipment under this Fund.
Assessment
Bids will be assessed against the following criteria:
- alignment with the above mentioned thematic priorities and outcomes
- realistic outcomes which are achievable within the funding period
- clear monitoring and evaluation procedures
- demonstrating sustainability
- stringent risk and financial accountability procedures
- alignment of the project budget with requirements and recommendations listed in CSSF activity-based budget template
- value for money
Process
- the deadline to submit project proposals is 00:00 on Friday, 5 April 2019. Late proposals will not be considered
- when submitting, please indicate the thematic area you are bidding for and the name of the bidder in the subject line of your e-mail
- proposals must be submitted using the attached forms only ie (Activity Based Budget Template and Project Proposal Template )
- proposals must be submitted to CSSF.Programme@fco.gov.uk
- project proposals selected for further consideration will be notified on 13 May 2019
- the British Embassy Kyiv seeks to finalise grant agreements with successful project implementers by 31 May 2019
