Call for proposals: Bilateral programme 2015-2016 in Montenegro

Background

The Bilateral Programme Budget implements financially small-scale projects aimed at supporting FCO strategic priorities. Our objective is to support Montenegro’s Euro-Atlantic ambitions and efforts on political and institutional reform and economic development, and to allow the country to attain European standards and membership of EU and NATO.

We are interested in projects that focus on:

  • Enhancing the rule of law, including through strengthening reforms in the justice sector, countering corruption and organised crime
  • Establishing and promoting proper functioning of core institutions necessary for democratic governance in Montenegro, through enabling democratic reforms, building institutional & administrative capacity, and/or promoting greater accountability and transparency
  • Supporting economic and financial reforms in Montenegro which spur the development of inclusive rules-based market economies that meet the conditions for enlargement
  • Addressing the causes of discrimination and violence against vulnerable groups to ensure their inclusion, equality before the law, and participation in political and public affairs, in accordance with fundamental international human rights standards.
  • Encouraging better informed public discourse through advancing freedom of expression and professional standards in the media.

Quality criteria

Irrespective of the project priority area, all projects must meet the following quality criteria:

Sustainability of the project’s results

The impacts of a project should last beyond the life of the project itself. It must be clearly stated which of the project outputs/impacts are sustainable beyond the life of the project and how this sustainability is going to be achieved in the course of the project.

Buy-in of the key beneficiaries/stakeholders of the project

An analysis of the project beneficiaries/stakeholders should be carried out during the preparation of a project, including consultations with the key beneficiaries/stakeholders. It should be clearly stated in the project proposal who the key beneficiaries/stakeholders of the future project are and the level of their support and buy-in to the project. We may require documentary evidence of this support.

Impact for Montenegro

All projects should have a practical and strategic impact on the development of a particular area.

Timing

Project bids are required by 9am on 29th of June 2015, sent by email. Template forms are below. All emails will be followed up by an automated system response, confirming your application has been received. If you do not receive such a response, please telephone the Embassy and ask to be put through to the projects section.

Management

The maximum size of the project proposals that are reviewed is £5,000. All projects must be completed by the end of our financial year (end of March 2016). Co-funded projects are welcome.

Project implementers may be non-governmental, international organisations, other civil society groups as well as government agencies. We regret that we are unable to fund academic courses or research. Project assessment is made in coordination with our Country Business Plan and depends on the funds availability.
