City & Culture seminars for arts and cultural professionals
The Cultural and Education Section of the British Embassy in Moscow and Strelka Institute for Media, Architecture and Design are launching a series of City & Culture seminars.
The seminars will be held in Vladivostok, Perm, Voronezh, St. Petersburg and Kaliningrad in the course of February 2019.
Can the creative community help find original solutions to urban issues? How can local people be engaged in urban renewal? How can communication be established between different agents of urban transformation?
During the two day seminars, seminar participants will learn to analyse the urban environment, identify the urban issues faced by the cultural sector and design cultural projects aimed at solving these issues. With techniques suggested by British and Russian coaches, participants will be able to move from an idea to a complete project plan. Inspiring case studies from British and Russian cultural practices will help to take a fresh look at the interaction between city and culture.
The City & Culture seminar programme has been developed by the Strelka Institute for Media, Architecture and Design and the Cultural and Education Section of the British Embassy in Moscow specifically for cultural professionals, urban activists, architects and urban planners.
The programme aims to
- provide knowledge and skills to understand the context in which the participants work (economic, social, cultural), support the growth and sustainable development of their organisations, and to design and manage projects efficiently
- share successful experience of British and Russian colleagues in cultural leadership and strategic planning which can be applied in participants’ own practice (especially the design of cultural policies, infrastructure and education, creative entrepreneurship and work with the local community)
- create an atmosphere of fruitful and creative dialogue among members of the local and international community

22-23 February – Kaliningrad, Vorota Art Platform – Applу
Deadline for applications – 21 January 2019.
Successful applicants will be contacted by the programme organisers no later than 1 February 2019.
Each seminar will be held over two full days from 10am to 6pm.
Seminars will be held in English with simultaneous translation, however fluent English is desirable. The organisers will provide meals (coffee breaks and lunches) and hand-outs for the participants. Non-resident participants will have to cover travel and accommodation costs themselves. At the end of the seminar, participants will receive a certificate for having completed the seminar. They will also be invited to conduct cascade presentations, i.e. to share the skills acquired with their colleagues and partners.
The seminars will be led by Hadrian Garrard and Diana Ibáñez López, experts on cultural development from UK company Create London, and by Natalia Makovetskaya, Head of the Participatory Planning Department at Strelka KB.
Create London is a London-based arts charity which explores the ways artists can contribute to the lives of people in cities. It addresses pressing current issues in cities and – collaborating closely with local government, cultural organisations, communities and early career artists – designs new programmes, forms of engagement and cultural strategies that address current issues. Create London had its origins in designing and delivering the cultural programmes for the London 2012 Olympic Games. Since then they have worked with multiple partners and communities, written successful culture bids for large scale regeneration projects and delivered bespoke projects based on community need.
Strelkа KBwas founded in September 2013 by the Strelka Institute for Media, Architecture and Design. Strelka KB was the first company in Russia to implement the principles of a public-benefit corporation, investing its profits in the continued development of the institute. Strelka KB connects the state, business community, local residents and experts to create effective decisions on urban development. Strelka KB is a consulting company with an interest in the city as an integrated system. The company offers strategic consulting, urban planning and project management services. Its structure includes centres for urban anthropology, economics, GIS-analysis, communications and design. Strelka KB’s central aim is to effect a qualitative change in the Russian urban landscape and create a comfortable and modern environment in our cities.
Hadrian Garrard, Chief Executive and Creative Director of Create. Hadrian has led the organisation to become leaders in the field of working with artists in civic and public contexts and has commissioned major projects with artists including Jeremy Deller, Marvin Gaye Chetwynd, Marcus Coates and with creative practitioners ranging from the Turner Prize-winning architecture collective Assemble to the grime artist Skepta. Hadrian has 10 years’ experience advising local and national local government on cultural strategy, working with early-career artists and producers on 50+ projects, creating funding strategies for cultural programming, and embedding arts practice into community.
Diana Ibáñez López, Head of Capital Projects at Create London. Diana is an MA tutor at the Royal College of Art and Central Saint Martin’s in London, as well as visiting professor at Karlsruhe University of Arts and Design and an associate of The Why Factory, a future cities think-tank at Delft University. She taught at postgraduate level for 4+ years, in architecture, urban studies, and wider arts education. Before that she worked at MVRDV and was part of the design team for the Markthal as well as The Why Factory tribune at Delft University.
Natalya Makovetskaya, Head of the Participative Urban Planning Department of the Strelka Design Bureau. Natalya is an architect specializing in working with historical settlements. Among her recent projects are the reconstruction of the Moscow streets within My Street project, the beautification of 40 cities before the World Cup, engaging the local residents into the strategy of urban development for the Svobodny town, the beautification of Kaliningrad. Earlier, Natalia worked as project manager for the Russian National UNESCO World Heritage Committee.

Requirements
- at least 3 years experience of working in the cultural sector, which must include cultural projects related to urban development
- leadership and communication skills
- interest in international collaboration and exchange ability and willingness to share the knowledge acquired at the seminar with colleagues and partners
- relevance of seminar programme to the applicant
