Civil news: 2018 tender update on HPCDS contracts
We are opening the tender process for 2018 Housing Possession Court Duty Scheme (HPCDS) contracts on 12 October 2017.

When will new contracts begin?
New HPCDS contracts will be signed in summer 2018 with services starting on 1 October 2018.
How long will the contracts last?
Each 2018 HPCDS contract will initially run until 30 September 2021, with an option for LAA to extend for up to a further 2 years.
Current contract extensions
Existing HPCDS exclusive schedules to deliver these services are being extended to 30 September 2018.
Entry requirements and submitting a bid
The tender process is open to both existing contract holders and new entrants.
Organisations wishing to tender for a HPCDS contract must also successfully apply for a face to face contract for the delivery of housing and debt work.
HPCDS tender process will be a competitive process based on quality and price. We intend to reduce the overall number of HPCDS areas from 113 to 47, creating larger contracts. The inclusion of price competition in the tender will allow the market to set the rate according to the cost of delivering the service.

Deadline for tender submissions
Applications for a 2018 Standard Civil Contract in the housing and debt categories must be made through LAA’s eTendering system by 5pm on 10 November 2017.
All bids for HPCDS contracts must be made through LAA’s eTendering system by 5pm on 4 December 2017.
