A spokesman for Communities and Local Government said:
These proposals are vital to create the new homes and jobs we need. The Department has discussed the reforms with a wide range of interested parties covering a wide range of views. The document is a draft for consultation and it is important in order to have a balanced debate that all views are expressed and so, of course, the Department would encourage all sides to express themselves. Ministers are committed to working closely together with all interested parties and considering in good faith and in detail suggestions for the draft. These proposals are the agreed policy of the Government and follow the commitment in the Coalition Agreement to reform the planning system in order to meet the economic, social and environmental needs of communities now and in the future.
