Diplomatic missions of the Caribbean: call for bids: 2019/20
The British diplomatic missions in the Caribbean would like to invite proposals for projects for 2019.
The British High Commission in Port-of-Spain, Bridgetown, Kingston, Georgetown, and Belmopan and the British Embassy in Santo Domingo and Port-au-Prince would like to invite proposals for projects supporting the following areas:
- human rights and the rule of law
- economic development and security
- sustainable growth
- mitigation and adaptation techniques to climate change
- enabling better business environments within the Caribbean
Priorities and objectives
The UK is funding projects that promote sustainable global growth worldwide. In the Caribbean region, we are focusing on the following areas:
- championing democracy, human rights and the rule of law and addressing global challenges with an emphasis on gender based violence and female empowerment
- promoting the increased use of renewable energy and supporting action on climate change among Caribbean states with a specific focus on sustainable oceans
- supporting growth by helping to develop cheaper energy sources and develop more export-orientated, innovative businesses
- supporting the most vulnerable to implement mitigation and adaptation strategies to fight climate change
- fostering a business environment that is conducive to economic growth and diversification while embodying the principles of good governance and supporting anti-corruption and anti-money laundering legislation leading to improvements in global business rankings
Criteria and eligibility
We want to support projects that add value and impact. Projects should demonstrate how they will make a difference e.g. by covering an existing gap in the system or promoting practical change. Results should be clear, measurable and sustainable. Priority will be given to projects that draw on UK experience and expertise and strengthen UK-Caribbean co-operation. Our selection criteria gives preference to proposals that demonstrate how they add value to existing government or multilateral initiatives, take a multi-country or regional approach.
In the 2019/20 funding round we are seeking projects with a completion date of 31 December 2019.

There are no maximum or minimum project values, but generally, we are looking for projects with a total value between £20,000 and £30,000.
Projects must have activity in and/or involve individuals/institutions from two or more of the following countries Guyana, Suriname, Barbados, OECS members, Jamaica, Dominican Republic, Haiti, Belize and Trinidad and Tobago.
Bids will be assessed against the following criteria:
- alignment with the above mentioned thematic priorities and outcomes
- outcomes are achievable within the funding period
- project design includes clear monitoring and evaluation procedures
- sustainability demonstrating that project benefits continue after the funding ends
- risk and financial accountability procedures
- the organisation’s safeguarding policies that ensure protection of beneficiaries
- overall value for money

Please ensure all sections of the form are completed. Incomplete proposal forms will be rejected. In particular, please ensure that you complete the cost and funding sections. Do contact us if you have questions about any aspect of the bidding process.
What will happen once I have submitted my bid?
We will review your concept bid. If you are successfully shortlisted, we will tell you by 12 July 2019 and invite you to complete a full proposal form. These will be required by 2 August 2019 and will need to set out implementation, budgeting, and evaluation aspects in more detail.
Final results will be announced in August 2019. Successful project implementers will need to submit quarterly project and financial reports during the project, and a final report on its completion. Implementers are also required to submit photos and communications material on the project as necessary/required by the British High Commission. Further guidance on this will be given to successful bidders.
