Inshore Fisheries and Conservation Authorities (IFCA)

The MMO has been given responsibility by Defra to manage the process of making appointments of “General Members” to IFCA Committees. General Members make up roughly half of IFCA Committees and are appointed on a voluntary basis.

The MMO appoint local people with relevant expertise to provide sustainable management of the inshore marine area concerned by their IFCA district. Together, each Committee guides the Authority to deliver its mandate under the Marine and Coastal Access Act 2009, and in line with Defra guidance.

The MMO seek to achieve a balanced membership across various interest groups, including those with commercial, recreational, and environmental interests. The MMO are committed to appointing individuals who represent the economic, social and environmental needs of their IFCA district and who, collectively, bring a variety of relevant interests such as fishing groups (commercial and non-commercial), conservation groups and other parties interested in the work of the IFCAs.

General Member appointments are made for an initial period of two to four years, with the possibility of reappointment for up to ten years. The MMO reserves the right to further extend an appointment by justification of exceptional circumstance or through re-engaging current or former members through the fair and open recruitment process, where applications will be considered alongside other applications and appointed on merit to ensure a fair balance of sectoral representation. Each appointment is conditional upon the member following the Terms and Conditions (PDF, 210 KB, 3 pages) of appointment. Appointees must also abide by the relevant IFCA Code of Conduct and are bound by the Nolan principles.

When issuing appointments to the IFCAs, the MMO observe the Governance Code on Public Appointments as a point of best practice. As General Member appointments are not Ministerial positions, MMO are not bound by this code. MMO appointments are made in line with the linked guidance issued by Department for Environment, Food and Rural Affairs (PDF, 232 KB, 9 pages)
