The British Embassy in Hanoi is pleased to invite bids for the Human Rights and Democracy Programme Fund run by the UK Foreign and Commonwealth Office. The deadline for submission of concept notes is 2nd December 2014.

About Human Rights and Democracy Programme Fund

The Human Rights and Democracy Programme Fund is one of the FCO’s dedicated annual fund supporting human rights and democracy work overseas. Through targeted projects, it aims to lift the capacity of governments and civil society to promote and protect human rights. HRDP has been active in Vietnam since 2005. Funding priorities

The Programme focuses on 8 thematic areas but selected priority areas for Vietnam are:

  • promotion and protection of freedom of expression

  • abolition of the death penalty

Details of each of these areas can be found in the Human Rights and Democracy Programme Fund Strategy (MS Word Document, 153 KB).

  • Project proposals must clearly demonstrate how they will support the British embassy’s human rights priorities for Vietnam as listed above.

  • Projects can begin from April 2015 and must be completed by end February 2016.

  • The FCO can fund up to £200,000 for one project. Projects that require more than that amount may be considered exceptionally.

  • We welcome projects jointly funded with other donors. All projects must demonstrate how they complement the efforts of other donors and bring added value. We strongly encourage projects that seek to secure future funding from other bodies (e.g. EU, UN) for follow-on work.

Bids will be assessed against the following criteria:

  • alignment with HRDP Strategy and FCO’s Foreign Policy Priorities

  • evidence of local demand or need

  • value for money

  • project viability, including capacity of implementing organisation(s)

  • project design, including clear, achievable impact

  • risk and stakeholder management

  • sustainability

2 December 2014 Bidders to submit concept notes (template below) via email to hoang.hanh@fco.gov.uk of the British Embassy in Hanoi. (The British Embassy will assess all concept notes received. Selected bidders will be asked to work their concepts up to full proposals for submission and provided with further guidance on appropriate form.)
6 January 2015 Bidders to submit full proposals to the British Embassy
23 January 2015 The British Embassy assesses and submits top full proposals to HRDP Team in London
February - March 2015 Bids assessment by HRDP Team and Board in London
end March 2015 Final outcomes are notified to all bidders
