The British Embassy in Beijing is pleased to open this year’s call for bids to the FCO’s Human Rights and Democracy Strategic Programme Fund (HRDP).
Human Rights and Democracy Programme Fund call for bids in China
Through targeted projects, the Human Rights and Democracy Strategic Programme Fund (HRDP) aims to lift the capacity of governments and civil society to promote and protect human rights. In China, the thematic priorities for financial year 2015-16 will be:
- Global torture prevention
- Abolition of the death penalty
- Freedom of expression
- Promoting women’s rights
- Business and human rights
The 2015-16 HRDP Strategy, Implementer Bidding Guidance, Frequently Asked Questions and the Project Concept Note (PCN) template are available via gov.uk. If you have any issue accessing this website, please get in touch with us immediately and we’ll be able to send you the materials via email.
If you have any enquiries or would like to discuss your project ideas before completing the PCN template, we encourage you to send them to VLR-Enquiry@fco.gov.uk as soon as possible. We’ll be in touch with you soon to discuss next steps.
We would draw your attention to a few key points:
- HRDP is a strategic programme – you will need to explain how your proposed project will achieve impact, and how it fits with both the HRDP global strategy and our local strategic priorities. Please get in touch if you would like to discuss the implications of this before drafting your project concept note.
- We welcome bids for projects to be jointly funded with other donors. All projects must demonstrate how they complement the efforts of other donors and bring added value.
- For projects covering China, the Prosperity Strategic Programme Fund (SPF) team in London would not accept bids submitted to them directly – your bid must be submitted through us in order to be considered.
The deadline for submitting project concept notes is 17:00 (Beijing time) on Friday 28 November 2014. Any concept bid received after this deadline won’t be considered. For those bids chosen to go forward from the concept stage, we will work directly with you to develop full project proposals by 17:00 (Beijing time) on Friday 9 January 2015.
